From the free-roaming Pirates to mountain bandits, there is no shortage of trouble makers. And from Marines to Bounty Hunters, there are those who seek to maintain law.

One Piece is an excellent example of a world building done right. All the characters hereare connected through one way or another. Taking this into account, there are a lot of very strong individuals in One Piece who are neither Pirates nor Marines. Here are 10 of those neutral incredibly strong fighters, ranked by strength.
10 Caesar Clown
Ceaser Clown is a mad scientist who was thefirst antagonist for Straw Hats after the time-skip. Working with the legendary Vega Punk, Ceaser is extremely intelligent and skilled in scienceand is the leading expert in chemical weapons for mass destruction. Caesar also has the power of Gas-Gas fruit
The Gas-Gas fruit is a logia type Devil Fruit through which Caesar can turn himself into Gas. He can also create poisonous gas that is severely fatal. By using his poisonous gas, Caesar was able to corner Luffy, whose body can reject a certain amount of poison. Due to this, Caesar is extremely dangerous.
9 Asura Doji
Asura Doji is a member of Nine Red Scabbards of Kozuki Oden. Before meeting Oden, Asura Doji lived in the lawless area of Kuri where he ruled over many bandits and criminals. But, after being defeated by Oden, he joined the Red Scabbard and vowed to fight for Oden.
Asura Doji is one of the strongest Scabbard if not the strongest. When confronted with Jack, one of the 3 calamities of Kaido's crew, he was able to hold his own and even slash Jack with his sword. This goes to show how skilled the former bandit really is. Because of his strength, even Kaido asked him to join the Beast Pirates.
8 Enel
Enel was introduced as the main antagonist of the Sky Island Arc. He is a former God of Skypiea, ruling over the sky islands by force. Enel believes him to be an invincible god who took the title from Gan Fall. Enel possesses the overpowered Rumble-Rumble fruit, which is a logia Devil Fruit of Lightning.
Using his Devil Fruit powers, Enel can turn himselfinto lightning or summon huge bolts of lightning powerful enough to destroy whole villages. Enel is also a master of Observation Haki known as Mantra. With the combination of Mantra and his Devil Fruit power, he can sense everything happening in Skypiea. Enel is one of the strongest characters introduced in the series.
7 Nekomamushi
Nekomamushi is one of the Nine Red Scabbards under Kozuki Oden. He is a mink and the ruler of Zou during night time. He wields a staff as his weapon of choice and is one of the two strongest mink in the world. During the Zou Arc, Nekomamushi was able to fight against Jack, the pirate with a bounty of 1 billion berries, the highest known bounty during that time.

Nekomamushi is also skilled in swordsmanship. Training directly under Oden and journeying with the likes of Whitebeard and Gol D.Roger, he was enough skills to match of the Yonko commander.
6 Inuarashi
Duke Inuarashi is the ruler of Zou during the day time. He is the friend of Nekomamushi and they both joined the Red Scabbards at the same time. Both him and Nekomamushi are evenly matched making him the same as a Yonko commander level.
It should be noted that the Sulong form of both Nekomamushi and Inuarashi is not introduced in the story. That being said, it can only be speculated that their power is considerably higher than their current status. It is undoubtedly sure that both of them will be significantly stronger than Jack, making them one of the strongest members in the Ninja-Mink-Samurai-Pirate alliance.
5 Magellan
Magellan is the current Vice Warden of Impel Down, who was demoted from the position of Chief Warden after the little incident known as the Impel Down arc. Butthis doesn'ttake away thefact that Magellan is monstrously strong. After all, he was singlehandedly able to almost killLuffy and Blackbeard, who are argued to be the Top 2 contenders for the title of Pirate King.

4 Sabo
Sabo is the second in command of the revolutionaries after Dragon himself. He is also the sworn brother of Luffy and Ace. He is a very skilled fighter who was able to defeat one of the Ten Titanic Captainsof the Blackbeard crew with relative ease.
Sabo possesses the logiaDevil Fruit of his dead brother, Ace, called the Flare-Flare fruit. Sabo was personally trained by Monkey D.Dragon as is adapt is Dragon Claw fighting style. He can also use Observation Haki and Armament Haki as shown in the Dressrosa Arc. Sabo is surely one of the strongest fighters in One Piece.
3 Monkey D.Dragon
Next on the list is the leader of Revolutionaries himself, Monkey D.Dragon. Dragon is the father of Luffy and the son of the Hero of Marines, Garp. Being part of such an extraordinary family surely suits him as he is the most wanted man in the world.
Not much is known about Dragon's powersbut during his introduction in Log Town arc, he was able to save Luffy from his execution and even stop Smoker. Given he is the leader of the biggest force that directly oppresses the World Government, it will not be of a surprise if he possesses all 3 kinds of Haki, including King's Haki.
2 Shirahoshi
Shirahosi is the only Ancient Weapon in One Piece known to viewers. She is one of thethree Ancient Weapons that is said to be able to destroy the whole world. This was surelythe case, as seen during the Fishman Island arc.
Shirahoshi is the princess of the Ryugu Kingdom and the prophesied Ancient Weapon Poseidon. She has the power to command Sea Kingswhich was passed down by the original Poseidon during the Void Century. Sea Kings refer to Shirahoshi as their Queen. During the Fishman Island Arc, she gained control over her powers secretly, making her one of the most powerful characters in the world.
1 Imu
As of this writing, Imu is the most mysterious character ever introduced in One Piece. He is portrayed as the sole ruler of the world government, where commands even the Five Elders. Both Imu's mystery and position suggest that he/she is not just another normal Celestial Dragon, but a powerful individual.
Imu is the ruler of most of the known world and with that position comes the power of all the forces of the World Government. Not to mention the strength needed to obtain such a position. It is hinted that, he/she along with Blackbeard, may be the final antagonist of the series. As far as fans are concerned, Imu would be a worthy final boss for Luffy and company to fight.
